Medical Center Director

Mr. Paul Roberts leads the delivery of healthcare to more than 24,000 Veterans and families, with a staff of more than 900 professionals and an operating budget of $153 million. He is responsible for directing medical programs and administrative operations at nine locations located across 34K square miles of southeastern Wyoming, western Nebraska, and northern Colorado. Facilities include the Cheyenne VA Medical Center’s main campus in Cheyenne, WY and three Community Based Outpatient Clinics in Fort Collins and Loveland, CO and Sidney, NE. A Primary Care Telehealth Outreach Clinic is located in Rawlins, WY and a Mobile Telehealth Clinic provides service to four communities (Wheatland, WY; Laramie, WY; Torrington, WY; and Sterling, CO). CVAMC is a Level 3 facility, providing primary and secondary inpatient services in medicine and standard surgical procedures, with an authorization to provide intermediate level orthopedic procedures, and outpatient services in medicine, surgery and psychiatry.
Mr. Roberts joined the VA in 2013 after serving more than 20 years as an Army Medical Service Corps Officer throughout the United States and overseas. While serving in the Army Medical Department, his most notable assignments and leadership positions included Deputy Commander, Brian Allgood Army Community Hospital & the 121 Combat Support Hospital, Seoul, Korea; Deputy Commander, Reynolds Army Community Hospital, Ft. Sill, Okla.; Deputy Chief of Staff, William Beaumont Army Medical Center, Ft. Bliss, Texas; and Regional Director for Physician Network Services for the Department of Defense and Humana Military Healthcare Services at Wright-Patterson Air Force Base, Dayton, Ohio. Lieutenant Colonel (retired) Roberts’ most significant military awards include the Legion of Merit, the Defense Meritorious Service Medal, the Joint Service Commendation Medal and the Meritorious Service Medal w/ 6 Oak Leaf Clusters.

Michael "Chad" Cartwright | 307-432-3802

Acting Associate Director

Mr. Michael “Chad” Cartwright was appointed as the Acting Associate Medical Center Director of Cheyenne VA Medical Center on April 20, 2018. Mr. Cartwright started his career at the Cheyenne VA Medical Center 1997 and has served in Leadership Roles as Chief Information Officer, Quality Manager, and Lean Six Sigma coordinator.

Prior to his federal appointment, he worked in the private sector as a Regional IT Manager, Netware Engineer and has owned his own business in the computer service industry. He is a graduate of the VA LDI program and is a Master Black Belt in Lean Six Sigma with emphasis in Healthcare Improvement.

After earning his Engineering degree, Mr. Cartwright served in the U.S. Navy where he earned his Masters in Business Administration. Chad is a Desert Storm Veteran.

Chief of Staff

Dr. James Gray began work at the Cheyenne VAMC in 2014 as Chief of Medicine and subsequently became Associate Chief of Staff. He was appointed as Chief of Staff in March, 2018 following appointment as Interim Chief of Staff in January, 2017. His medical career includes both VA and private sector experience including faculty appointments at the University of Missouri, the University of Texas and Baylor University. He has previous VA appointments at the Harry Truman, the Audie Murphy, and the Thomas Creek VA Medical Centers. He was in private practice for many years and more recently was Executive Vice President/Chief Medical Officer for Hillcrest Health System in Texas. Dr. Gray received a BS from Harding University in 1966, and MD from the University of Missouri in 1971. He is board certified for both Internal Medicine, and Gastroenterology.

Associate Director for Patient Care Service, Executive Nurse

Ms. Sabrina L. Adkins was appointed Associate Director Patient Care Services, Nurse Executive at the Cheyenne VA Medical Center in December 2015. Prior to arriving in Cheyenne, she served as the Chief Nurse of Primary Care at the Salisbury VAMC in Salisbury, NC. Ms. Adkins has worked for the Department of Veterans Affairs for a total 22 years starting her nursing career as a Licensed Practical Nurse. As she progressed in her career she worked as a Medical-Surgical Nurse as well as in Intensive Care Nurse and for the past 22 years in numerous management positions with the VA and Rowan Regional Medical Center in Salisbury, NC. Sabrina received her Bachelors of Science in Nursing at Lenoir-Rhyne College in Hickory, NC and her Masters of Science in Nursing from Duke University School of Nursing. In 2000, she was honored as a Great 100 Nurse of North Carolina. She is a graduate of the VA Leadership Development Institute in 2009, Leadership Rowan in 2011 and Leadership Cheyenne in 2017. Ms. Adkins received her Mentoring certification in 2009 and isdedicated to mentoring individuals throughout the VA system. Ms. Adkins and her husband are making their home in Cheyenne, Wyoming and have an adult son and daughter-in-law that reside in North Carolina.

Chief, Quality Management

Lisa Adamson is a native of the Cheyenne Wyoming area and has held nursing positions in the private sector and at the Cheyenne VA Health Care System. Mrs. Adamson began her career in the VA as a staff nurse in the Peri-Operative area, was then promoted to Surgical Service Nurse Manager, and managed several programs in Quality Management prior to becoming the Chief in 2011. Mrs. Adamson has a broad background in nursing, including house supervisor at a rural hospital, providing supervision for the Medical/Surgical units, Obstetrics, as well as the Emergency Department. She has worked in a variety of Primary care, specialty services, and home care. Mrs. Adamson is a graduate of the Leadership Development Institute, and received a certificate of completion in 2013 from Villanova University in Six Sigma Green Belt. Mrs. Adamson received her Nursing Degree from Hardin-Simmons University in 1993, completed her Bachelors of Science in Nursing in 2017 and Masters of Science in Nursing in 2018 from Western Governors University.|
